UP EV Policy 2022-27 – The Uttar Pradesh government has introduced the Uttar Pradesh Electric Vehicle Policy Draft 2022-2027 with the purpose of transitioning the state to electric vehicles by 2030.

The government has declared different efforts to encourage the adoption of electric vehicles, including tax incentives for EV owners, the establishment of public EV charging infrastructure, and more. 

The aims of the policy are to create direct and indirect employment for over a million people, promote investment and construct the state a center for the production of electric vehicles, batteries, and corresponding machinery. 

Further, it aims to assemble an eco-friendly atmosphere and develop jobs in the electric vehicle industry, as well as establish a robust ecosystem for managing batteries from production to removal.

The proposed Electric Vehicle (EV) Policy Draft 2022-2027 in Uttar Pradesh aims to promote the adoption of electric vehicles in the state by 2030. 

The Uttar Pradesh government has announced a range of promotional steps to aid in the adoption of electric vehicles in the nation, including tax incentives for EV owners, the creation of public EV charging infrastructure, and more. 

The policy is expected to create direct and indirect employment for over a million people, promote investment and make the state a center for the production of electric vehicles, batteries, and related machinery. 

Additionally, it seeks to build an eco-friendly atmosphere and create jobs in the electric vehicle industry, as well as establish a robust ecosystem for managing batteries from production to disposal.

According to the policy, EV owners will receive a 100% discount on their registration. Electric two- or four-wheeled vehicles, such as e-buses, will receive a 15% rebate on purchases while receiving a 100% reduction on state registration and road tax. 

The EV policy will apply to all types of EVs, including battery-electric cars, strong hybrid electric vehicles, plug-in hybrid electric vehicles, EV supply equipment, onboard chargers, vehicle control units, and battery management systems. 

Electric car registration and road tax will be completely exempt for the first three years of the EV policy’s implementation. After that, the fourth and fifth years will receive a 50% relaxation. 

Also, for a period of one year following the date the EV policy was issued, a discount of 15% off the car’s manufacturer’s suggested retail price would be offered when buying a 2-wheeler electric vehicle which would amount to Rs.5000. Two lakh two-wheeler EV vehicles will receive an exemption under a budgetary provision of Rs 100 crore.

The policy calls for the conversion of both the urban and rural public transportation systems to electric vehicles. The roads will have signs indicating how to use them. These routes will be serviced by Electric buses. 

Additionally, all government vehicles will be converted to electric vehicles by 2030. On the other hand, government workers will be urged to purchase EVs and will even receive an advance. A Go Electric campaign will also be started to advertise EVs.

In order to implement the EV policy, a 12-member empowered committee will be formed and led by the Industrial Development and Infrastructure Commissioner. 

According to the draft EV policy, charging stations will be constructed on expressways at intervals of 25 km and within a 9 km radius in urban areas.

Additionally, charging stations will be installed at parking lots, subway stations, bus stops, gas stations, commercial buildings, educational and medical facilities, and shopping malls in urban areas. The property for the charging station will be provided on a ten-year lease, which is significant. The first 2,000 charging stations would receive a 20% subsidy of up to Rs 10 lakh.
